Records documenting the role of the bureau as a source of technical assistance to persons and organizations working for equal opportunity. The Bureau of Community Services was created within the Equal Rights Division in 1972 during a reorganization of the Dept. of Industry, Labor, and Human Relations. The bureau separated the educational mission of the division from the investigative and enforcement functions. It was renamed the Program Services Bureau in 1973. The series contains general administrative files and subject files on services to blacks, native Americans, the handicapped, the Spanish speaking, and youth.

In 1967, the functions of the former Governor's Commission on Human Rights (WIHV85-A2183) and of the Equal Opportunities Division (WIHV86-A2045) of the Industrial Commission (WIHV85-A2180) were assigned to the newly created Equal Rights Division of the Department of Industry, Labor, and Human Relations (WIHV85-A482).
